I've been operating under the impression that the Militia is working against the Talons, and assuming that's actually what's going on, they'd need significant military support to run anything other than a guerrilla war. Hiwa is the most militant of the Sectors, and they might be chafing under Talon rule. Heck, could even be why Cyra skipped town and joined the Karura in the first place.

Now depending on what the Beans' actual lineage is, they might have a legitimate claim to the Talon throne, especially if Taiki dies at some point, as Hyouki's condition would make him a very exploitable king, and Mikichi (assuming he's got any connection to the Talon royal family) wants nothing to do with his kin.

If Bean supported, or depending on the conditions set out/bargained for by Hiwa, married into the Hiwa royal family, it could give Hiwa pretext to go to war with the Talons, and an angle the Cerberus king could exploit once all the fighting's done...

Hmmmmm, too many assumptions... Very interesting combination of picture and title though. Worth keeping in mind.
